[csswg-drafts] notifications coming

the CSS WG is moving to github issues for handling its discussions. See
https://github.com/w3c/csswg-drafts/issues

whenever someone adds an 'i18n' label to an issue, or closes an issue 
with an 'i18n' label on it, this (www-international) list will be notified.

please go to github and subscribe yourself to the issues you are 
interested in in order to follow and contribute to the discussion, since 
other comments/events won't be notified to this list.

i will try to point to the issues from our tracker at
https://github.com/w3c/i18n-activity/issues
(and http://w3c.github.io/i18n-activity/reviews/).  Although the CSS WG 
adds all its specs to one repo/issue list, i'll continue to separate 
issues by spec in our tracker.
