Support the bug for counter-styles in Chrome

folks,

i raised a bug against Chrome to ask them to support the new CSS 
counter-styles spec, which allows users to create their own 
counter-styles and therefore empowers people who need to use non-ASCII 
counters.

since the triage of chrome bugs is affected by the number of stars for 
the bug, please add a star if you are interested in seeing this implemented.
