You must encode mailto links in the form

  <A HREF="mailto:Gene%20Bruce%20%3Cgbruce%40nsc.ca%3E">
  Gene&nbsp;Bruce</A>

To write "%40" instead of "@" is not necessary
but may be useful to hide addresses from spiders.
