Can we add semantics for a column gap rule to the new spec?
FYI, There are a couple work arounds like using a background image and also
this method described on the XEP support list:

* 4.3. =E2=80=98column-rule-style=E2=80=99
* 4.4. =E2=80=98column-rule-width=E2=80=99
* 4.5. =E2=80=98column-rule=E2=80=99=20
If we wanted to be fancier, maybe we could consider the ability to use an
image. Similar to border-image
