Disposition: Accepted (bug in spec)

Yes, the text of 7.18.1 (XSL modification) is correctly stating 
that it applies to the block-level formatting objects.

The correction is to add "clear" to the list of properties
that apply to the following sections:  6.5.2, 6.5.3, 6.7.2, 
6.7.3, and 6.8.2.
