You asked why there isn't the relative measurement unit "ex".

Our disposition of your comment is as follows:

The XSL-WG intentionally disallowed the measurment unit ex, 
since it is not well-defined nor uniformly-defined for most 
vendor's fonts and since an ex unit does not exist on 
fonts/languages that do not have lower-case characters.
