<keep> versus <integer> for the keep-* properties

In sections 7.19.3-4, the keep-together, keep-with-next, and keep-with-previous
properties refer to the <keep> datatype in its value but then describe
the allowable values for the components in terms of <integer>.

The XSL FO SG investigated this and decided that there were no changes
required to the spec.  The current wording is correct in that it is clear
that <keep> is the datatype for the compound properties, but the values 
of the individual components include the <integer> datatype.

However it was decided to capture this in our comment record,
hence this posting.
