XSL FO SG issues transitioning to W3C issue tracking service

The XSL FO SG is transitioning to tracking issues using the W3C
Bug/Issue Tracking Service at http://www.w3.org/Bugs/Public/ (as is
probably obvious from today's emails).

The instructions for using the issue tracking system for XSL FO are at
http://www.w3.org/XML/2008/01/xsl-fo-bugzilla.html.

In particular, the process for responding when the XSL FO SG reaches a
decision is at http://www.w3.org/XML/2008/01/xsl-fo-bugzilla.html#verify.

The email volume will subside once the transition is made.  It would
reduce future email volume if new issues are raised on the tracking system
(see http://www.w3.org/XML/2008/01/xsl-fo-bugzilla.html#comment) instead
of as email messages here that would then be copied to the tracking
system (see http://www.w3.org/XML/2008/01/xsl-fo-bugzilla.html#avoid).
Of course, if you don't want to use the system, you don't have to.
