Yes, by people :)

If you are referring to physical-space meetings, then yes—they are not
absolutely necessary for generating. I do think that getting people
together in a physical space to generate ideas can be better. The number of
those meetings in 2019 was quite possibly excessive, however.

It must not be a committee of external consultants. At least not too many
of them. In 2019, there were definitely too many.

Of course, that's what I mean when I say that Wikimedians need money (and
perhaps other resources) to get what they need implemented.
