I'd add to that that we should continue to make extensive use of "fair use" in order to 
avoid deleting page histories, as that content is not intended for redistribution.

An interesting case study of images that (I believe) would be considered fair use for 
essentially all our sublicensees are the images on [[Settlers of Catan]]. Folks may 
want to review discussion there and see if there are any general points we can learn. 
Another image to consider is the flag-burning image on [[Rachel Corrie]] (view the 
image description page). Should such an image be removed from the article?

One possible workaround would be to have an entirely separate server at (perhaps) 
fairuse.wikipedia.org. Then, for fair use images, rather than embedding them in the 
document, we would add links to the image hosted at fairuse.wikipedia.org, under 
"external links". Would this be a way to get a benefit from fair use images without 
compromising on being open content?
