Are non-Americans' rights covered by the US law? Either a british 
Wikipedian's or Saddam Hussein's?
I am quite unsure.

There may be some convention or treaty that ensure certain protections to 
peoples of member states in all the member states, etc. (Isn't the Hague 
Convention doing this, indeed?)

Also, regarding "truth being the absolute defense against libel": there may 
be a possibility that the truth (the person have been hiding) is considered 
"privacy" and therefore it cannot be legally published by others.

Well, I literally bring up more questions than I solve.. Please excuse me 
for that.
