The english version of Wikipedia, with just current text not old
revisions is about 150MB.
It is updated weekly as Tomos said, but incremental downloads are not
possible (yet) - have to get the whole database each time.

Our licence is designed just for the sort of worthy project you have
mind. You will need to mention Wikipedia a bit and the fact that the
content may be used freely by other users - there is a link to copyright
info from the link I just gave.
