Isn't Wikilegal-L the place for this discussion, it is designed to deal with
all of Wikimedia's projects. The fact that not a lot of people are signed up
should not be a deterent to discuss these issues there. Shouldn't there be
some encouragement to get those interested in legal questions to sign up
there,
rather than encourage the discussion to continue on more general lists?
