[Bug 73631] Need a method to prevent commons images from displaying on Wikipedia home page (etc)

We is David Levy and I, two admins who do a lot of work on the home page. (He's
much better at images than I am.) See:

This enhancement would be a benefit to all Wikipedias, though I am not sure
about the magnitude of the problem anywhere except on the English Wikipedia.  

If you think further discussion is needed, I can get something started, but it
may help if you could suggest the easiest method of implementation, so I could
propose it.
