Did you test it in the emulator?

Yes, I tested it. Emulator is too slow, so I uploaded debug version of
application from Eclipse to my phone.

Can you try to download .ZIP file manually?

The quote from the program description:

It is possible to download the dictionary file manually. Download
http://code.google.com/p/wikokit/downloads/detail?name=enwikt20111008_android_sqlite.7z
and unzip to SD card in the folder /kiwidict/ Then run application.
