1) gpgme11 has been fixed and updated now. `fink selfupdate` will get 
you the new version that works.
2) for the problem with no CLI installed, if you recently did a system 
update, macOS forgets that you had the command line tools installed, 
even if Xcode.app is still present and working. You'll need to 
redownload and install them (luckily it's just 230MB download and not 
6GB like the full Xcode).
