Version of Command Line Tools

Hi all,

I'm actually getting really confused about that: it used to be the case that one had to install the Command Line Tools separately using "xcode-select --install". Once it was installed, updates were offered via Software Update. But things seem to have changed. When using "xcode-select --install" I get the error message 

xcode-select: error: command line tools are already installed, use "Software Update" to install updates

But software update does not offer me any updates. According to fink, my command line tools are on version 10.3, while my XCode.app is version 11.2 (on Mojave macOS 10.14.6).

I did check at apple developers and tried to download the command line tools manually. But there I only can find "Command_Line_Tools_for_Xcode_11.2_beta_2". So do I need to install the beta version?!?
