You probably need to reinstall the command line tools if you've updated 
macOS (to say 10.15.1) after the last CLI install. Also, just looked at 
Apple's dev site, and CLI 11.2 is now an official release and no longer 
in beta (and it just showed up on my "System Preferences/Software 
Update" control panel.

If none of that works, try running `sudo xcodebuild -license` then see 
if `fink list xcode` reports version information for both xcode.app and 
xcode.
