compiling the latest packages

For about three weeks or so I haven't been able to update or install many of the new packages. I thought it was because I had upgraded to Xcode 11.2, but having now downgraded to Xcode 10.3 (with its companion command line tools), I still can't compile/install any of the following:
fftw3
fftw3-shlibs
libcurl4
libcurl4-shlibs
libidn2-bin
libidn2.0-shlibs
r-base35
r-base35-shlibs
gcc9-compiler
gcc9-shlibs
libmpfr6
libmpfr6-shlibs
r-base36
r-base36-shlibs

Just now I successfully installed r-base35-dev but any attempt of installation of the others in the list still fails.

The list of uninstallibles keeps growing. Things were working great up until about a month ago. I watched in amazement as my machine compiled two different versions of gcc without a hiccup, for example.

I'm still running Mojave (10.14.6) and, in anticipation of an upgrade to 10.15, I would like to migrate fink from /sw to /opt/sw, but I don't dare try until I am confident I can get fink working without error in my present set-up.

Help please.
Thanks,--Alan

Below is the message I got just now when I tried to install libidn2.0-shlibs.(This happened after r-base35-dev installed successfully.)

config.status: error: in `/sw/src/fink.build/libidn2.0-shlibs-2.3.0-1/libidn2-2.3.0':

'--disable-dependency-tracking' option to at least be able to build
the package (albeit without support for automatic dependency tracking).

Before reporting any errors, please run "fink selfupdate" and try again.
Also try using "fink configure" to set your maximum build jobs to 1 and
attempt to build the package again.
If you continue to have issues, please check to see if the FAQ on Fink's
website solves the problem.  If not, ask on one (not both, please) of
these mailing lists:

Please try to include the complete error message in your report.  This
generally consists of a compiler line starting with e.g. "gcc" or "g++"
followed by the actual error output from the compiler.

Also include the following system information:
