Those paths and settings look right. To be honest, I'm surprised 
FinkCommander even runs on 10.15. The last release was 11 years ago (for 
10.6) and was a completely independent project. I don't think anyone 
from Fink ever was involved with it and it's been abandoned for over a 
decade.

Your Fink install seems to work fine, but the FC display window might no 
longer work on newer systems (but FC is clearly still communicating 
right if selfupdate through it works). Maybe opening Console.app and 
then trying to run FC might show some diagnostic output?
