Fink currently supports macOS 10.9-10.15 and their various Xcode 
releases. There are no current plans to force users to the latest macOS 
(I'm still on 10.13 for a variety of software reasons), so older users 
will be able to continue using Fink on these older systems and should 
try to use the latest Xcode release available for their particular macOS 
version.

Also, most Fink packages available on Catalina are also available on 
older systems (generally it's older packages that no longer build on new 
OS releases that are phased out).
