solved by a hack: Since fink does not currently build emacs in 10.15.4 with Xcode 11.3.1 (even after the term-readline fix that allowed some users report building it in 10.15.x, x < 4 : see my post on fink-users), I supplied emacs to “fink install gnuplot” by installing Emacs.app from emacsformacosx.com <http://emacsformacosx.com/> and creating a link /opt/sw/bin/emacs -> Applications/Emacs.app/Contents/MacOS/Emacs This allowed "fink install gnuplot" to create the texinfo file and successfully build.
