Re: Install failure of gnutls30-shlibs-3.6.10-1 during link

I previously built gnutls30 successfully on MacOS 10.15.4 after 
downgrading Xtools from 11.4.1 to 11.3.1 for
other (now fixed) reasons.
(I think I had not downgraded the command line tools, though I did that 
later)
I'm now back on 11.4.1
The rebuild of gnutls30 now fails just as you described.

Quick fix: go back to Xcode 11.3.1, at least temporarily
