I don't think anyone has tested Fink with M1 Mac's yet, since none of 
the core devs have an M1 Mac. An unreleased version of Fink does work on 
intel/11.2.1, so you could try to see if that works on an M1 Mac.

First, what's the Terminal output of the following 3 commands:

uname -a
sw_vers
/usr/bin/perl --version
