Your suspicions appear to be correct. help2man-perl5162 is installed, but not perl5182:
p help2man [virtual package]

help2man-perl5182 1.47.13-1 Generates man pages from program output
I cannot install help2man-perl5182 because it conflicts with the help2man virtual package:

help2man-perl5162 conflicts with help2man
help2man-perl5182 provides help2man and is to be installed.
