It does seem like it. debuild is part of devscripts, which seems to be very specific for debian packager maintainers (not just for building .debs). If you have experience building mercurial from source, can you look at https://github.com/fink/fink-distributions/issues/746 ? Trying to update from our older 5.2 to 5.5.2, but many tests are failing (I know nothing about mercurial).
