Thanks for the report.  

It looks like our “friends” at Apple decided to update the system’s Perl—I’m not sure if it was the Xcode, Command-Line Tools, or 11.3 update that did it

I believe this may suffice to require a new Fink distribution to be created.  For the time being, I’d recommend installing the -pm5184 versions of any of your perlmods (you can get a list with “fink list -o pm5282") and then uninstall the -pm5282 ones.
