Install failure for xinitrc

Hello. I am attempting to install latex2rtf on my MacBook Pro (mid-2014, 2.8GHz 15" intel Core i7), which is running OSX 10.14.6, Xcode 11.3.1, XQuartz 2.8.1, fink 0.45.3 and fink commander 0.5.5. However, latex2rtf and all its remaining dependencies share a dependency on xinitrc, which in turn reports it cannot install because the directory /opt/X11/lib/X11/xinit is missing. I could create the missing directory, but it seemed to me possible that this issue could be symptomatic of some deeper problem that I would potentially complicate by manually intervening in this way. I have copied the terminal output below. This is all in the context of a fresh install of fink started a few days ago, there having been no fink install on this machine previously. Many other packages have installed successfully. I should add that my fink install is under the /sw directory and the option to use binary downloads is disabled. I see from the release notes for fink 0.45.3 that it is supposed to be possible to use binary downloads with fink installed under /sw for installs on OSX 10.14 and below. However, in contradiction to this, the bootstrap program output contained a line saying that the option to use binary downloads was incompatible with a fink install under /sw, and that it had consequently been disabled. I have not attempted to reverse this. Should I simply create the missing directory (in which case with what permissions and ownerships)? Any help would be gratefully received!
