There's a fork of Fink (almost ready for merging[1]) that supports Big 
Sur through 11.1 (new installs only) and I just put in a pull request to 
let it work with Big Sur 11.3. To get it:

Open terminal.app
In new directory:
git clone https://github.com/TheSin-/fink
git checkout dpkg1.16
./bootstrap

[1] Unfortunately, parts of the fork carrying the Big Sur changes are 
currently breaking the upgrade process for Fink installs (v0.45.3 or 
earlier). So if you have Big Sur or want to upgrade to Big Sur, 
currently, you'll need to do a fresh Fink install (can be into a 
different prefix) using the above directions.
