It seems that receipts are not being written for the Xcode and the CLT.  I am not sure why Xcode is not found.  You might want to try deleting the app and reinstalling from the App Store.

Get the command line tools and install from developer.apple.com and install this will update the package database that will tell fink that the CLT are installed and the version number.  You don’t say what OS you are using but I am going to guess Catalina or BS that has this receipt problem.
