Latest Catalina updates break self-update and update-all

The latest updates to Catalina (10.15.7) broke self-update partially and
update-all functions. Output below. There were sequestered/quarantined
files ("Relocated"):

and all the other .lproj directories had the similar contents. The
Quarantine.pdf file just says a generic message in the language of the
lproj directory

"These configuration files were modified or customized by you, by another
user, or by an app.

The modifications are incompatible with the recent macOS upgrade. The
modified files are in

the Configuration folder, organized in subfolders named for their original
locations.

To restore any of the custom configurations, compare your modifications
with the configuration

changes made during the macOS upgrade and combine them when possible."

If this problem will be fixed with the Big Sur release, I can wait, I still
