macOS 14.0beta changed the relationship between the OS version and the 
kernel version.

If you're bootstrapping fink from scratch you'll run into a later 
failure about the `-read_only_stubs` in dpkg, but if this was a system 
upgrade to an existing install, that shouldn't affect you.
