pathsetup.sh.in inside the downloaded source won't work because it 
hasn't been processed for your install setup. You should run 
`/opt/sw/bin/pathsetup.sh` instead once the Fink install finishes.

Not surprised that Fink Commander doesn't work anymore. It was written 
by another group and they stopped working on it 14 years (and many perl 
versions) ago. We can't really provide any support on it because none of 
the Fink developers worked on it or know its code. I seem to recall that 
there was some sort of trick to give it Fink installed perl like 
perl5182 (as /opt/sw/bin/perl5.18.2) because newer /usr/bin/perls didn't 
like the old code it used. However, this is a very vague memory, so I'm 
not sure how accurate it is.
