Apt not essential, but in bootstrap

Hi core maintainers, I'm wondering: Every package in the Fink bootstrap procedure is marked Essential, except for Apt. Could one of you explain to me why this is true? The reason I'm asking is because I'm trying to see if my new apt and dpkg versions work in the bootstrap procedure, and considering adding some dependencies to the bootstrap procedure. I'm trying to get new-apt to compile but it absolutely requires libtool2 for building (there's some files in that package which aren't on OS X). libtool2 has no dependencies and apt isn't Essential, so this dependency would be no problem according to the policy -- but I might be overlooking something.
