Proposed "enhancement" release fink-0.31.7

Not quite a "bugfix" release.

I propose incorporating the following items:

https://github.com/fink/fink/commit/454f42b9c6c2865623952d135a061952b563c32f
, which tells users running --build-as-nobody to install
"passwd-fink-bld" rather than "passwd", which is unavailable on 10.7.
 Current "passwd" on in the 10.6 tree Provides: "passwd-fink-bld", so
we don't need any conditionals.

direct support for tar.xz archives in fink, along with some
streamlining of the unpack process.

https://github.com/fink/fink/pull/23 , which includes validation
checks for tar.xz archives, (this needs to go in master)

https://github.com/fink/fink/commit/0756a874ea9ab45742683373aa23fc96be892d2b,
a typo fix.


https://github.com/fink/fink/pull/22, checking for Xcode in bootstrap
before creating the Fink tree (also would need to go into master)


https://github.com/fink/fink/commit/3d0b926d5c1a58c65c66b8074d50840e4bbb08ef,
for build errors tell people to post to _exactly_ one of
fink-beginners and fink-users.

https://github.com/fink/fink/commit/c2d2f1831cda0857f2a2a2f5bc6dfe29a58dd524,
display the MaxBuildJobs setting as part of the system information
block in the error output.
