New section for tcl extensions?

While doing the housekeeping and unstable->stable migrations, I found we have a lot of tcl (and tcltk) extensions scattered in many sections (often languages/) and without any standard naming scheme to identify them. In some cases these packages have crazy interactions and relationships with each other (needing cascaded dep changes when one is upgraded, or other games). To simplify handling them all and help keep our distro organized, I propose moving them all into a new section "libs/tclmods", in analogy to our existing libs/*mods for other languages.
