Huh?  Why would scanpackages be looking for X11 when we haven't provided
it starting with 10.5?  It should only be looking at real packages.

This is the case on Lion, too.  The problem is that any package that
runs "javac" as part of its configure phase  will cause Software Update
to download the Java SDK.  In the case of bootstrap, the package that
triggers this behavior is libiconv.  Since having the bootstrap job (or
any other build job, for that matter) sit and wait for Software Update
to finish seemed fragile, it was decided to make installation of the
Java SDK a requirement for Fink.
