Re: Updates to debianutils, new essential package sensible-utils

sensible-utils and debianutils have been tested on 10.5/ppc and have no issues, I have moved both to 10.4 branch to keep them in sync, they can be added to current bootstrap to keep that in sync and within policy of having all essentials in bootstrap.
