Xcode does contain a compiler. However, Fink, MacPorts, and
Homebrew install gcc compilers of their own. To build on MacOS X
these non-Apple compilers use the include files that come with
Xcode.
It is a borderline case. You could make it clearly ok by compiling
some trivial file with Apple's compiler and linking that into the
executable. That being the case, it seems absurd to insist that you
actually do so.
