According to Apple's 10.15beta release notes:

* During upgrades to macOS 10.15, files and folders stored at the 
root-level of a volume are moved aside to 
/Library/SystemMigration/History/Migration-UUID/QuarantineRoot/. (45378791)

It has a radar#, so hopefully that'll be taken care of before the final 
release.
