wxwidgets300.info and deprecating wxcocoa295.info/wxwidgets300-cocoa.info in 10.9-libc++

for El Capitan support. Also, is there a reason not to deprecate the legacy
wxcocoa295.info and wxwidgets300-cocoa.info files in the 10.9-libc++ tree?
Only three packages, all maintained by BABA Yoshihiko, are blocking this.
The database/spatialite-gui.info package needs bumped from Depends
wxcocoa295-shlibs and BuildDepends wxcocoa295 to Depends
wxwidgets300-osxcocoa-shlibs and BuildDepends wxwidgets300-osxcocoa. The
sci/grass70.info and sci/saga.info packaging needs bumped from Depends
wxwidgets300-cocoa-shlibs and BuildDepends wxwidgets300-cocoa to Depends
wxwidgets300-osxcocoa-shlibs and BuildDepends wxwidgets300-osxcocoa-shlibs.
