What happens if you run . /sw/sbin/fink-buildenv-helper.sh from a new terminal window? If it immediately exits (say with a MACOSX_DEPLOYMENT_TARGET failure), set MACOSX_DEPLOYMENT_TARGET to 10.11 in your shell, and try running fink-buildenv-helper.sh again.
