numpy 1.12.0 and nose-py36

HI, when installing the py36 version of the new numpy version (thanks for the swift update!), it refuses to build with tests enabled, as there is no py36 version of nose available yet. nose-py-1.3.7 builds out of the box on 10.11 and 10.12 by just adding 3.6 to the Type field, and numpy-py36 passed building in maintainer mode when testing this locally, so it would be great to add the 3.6 type_pkg for nose.
