it refuses to build with tests enabled, as there is no py36 version of nose available yet.
nose-py-1.3.7 builds out of the box on 10.11 and 10.12 by just adding 3.6 to the Type
field, and numpy-py36 passed building in maintainer mode when testing this locally,
so it would be great to add the 3.6 type_pkg for nose.
