High Sierra appears to fully deprecate system-java16

It seems that Apple has effectively deprecated their Apple Java 1.6 in
10.13. The installer appears to succeed at first glance until you look
at the installer log error entries...

which indicate that they are using the quarantine mechanism to block
the installation of the subpackages on 10.13 which results in
/System/Library/Frameworks/JavaVM.framework/Versions not being
populated with the 1.6.0 directory. So the octave-3.8.2 package in its
current form will be unbuildable on 10.13.
