/usr/local in emacsen-common

Hi,

when working on purging some remaining quirks from an elisp package just submitted (ESS:
https://sourceforge.net/p/fink/package-submissions/4735/
- I may have to make a new submission for the revision, as the ticket is already closed),
I found problems with fink-startup.el’s fink-pkg-add-load-path-item(), which fails consistently with the
error "No /usr/local/ prefixed paths in load-path”.
First the use of /usr/local in the Fink package seemed like an overlooked/missed fix in the conversion
from Debian, but I guess it is not unreasonable to allow it in the search path for 3rd- or 4th-party
packages. In fact the emacsen-common postinstall explicitly creates a /usr/local/share/emacs/site-lisp
directory , if, but only if, /usr/local already exists on the system.
But even then that path still is not included in load-path. So I am wondering what is the philosophy of
requiring a /usr/local-based directory in load-path - unfortunately all the former maintainers of
emacsen-common seem to have left the project, and my elisp skills are extremely limited.
For the record, the package I want to register with fink-pkg-add-load-path-item still ends up in load-path,
it just has moved ahead of the user ~/.emacs.d/lisp , but nothing seems to be really broken by this.
