Our build description wants you to have the Xcode application installed, not just the command-line tools. It’s possible that this is a legacy requirement, or that homebrew’s build recipe does something that we could potentially do, too, or perhaps even that they elect not to build certain components of the package. If you really don’t want to install Xcode, then you might consider editing {/sw /opt/sw}/fink/dists/stable/main/finkinfo/libs/qt5-qtbase.info (pick the base directory that matches your setup) and remove the line that says “xcode.app (>= 5.1.1),”, then try to do the build.
