migrating Mommsen packages to gcc9

Hi Remi,

Could you take a look at the pull request at 
<https://github.com/fink/fink-distributions/pull/496> which migrates 
your packages that use gccX to gcc9? Currently, only gcc9 will build on 
10.15, so this is needed to make those packages available on 10.15. Thanks,
