We're not using it because probably no one heard of it until now.

Just tested it, and it can create /sw on 10.15, but:
1) the created directory is still read only. The manpage says 
synthetic.conf is meant for creating mount points (such as in enterprise 
use), so we still can't write directly to /sw created this way. If we 
have it make a symbolic link to a writeable location, then we're just 
adding an extra layer.

2) System needs a reboot to create (or delete) the requested paths in /
