problem with the tcsh shell

Hi

Not sure that this is connected directly to fink, but I have used the
tcsh shell for almost decades.

I run 

chsh -s /bin/tcsh

MaCos refused to  do

chsh -s /opt/sw/bib/tcsh


Be it as it may, the tcsh behaves strangely:


    1. When I run arrow up for repeating a command the line is not
       correctly centered.

    2. When I run for example fink selfupdate I obtain

	LC_ALL = "en_US.UTF8",
	LC_CTYPE = "UTF-8",
	LANG = (unset)
    are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C").
perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:
	LC_ALL = "en_US.UTF8",
	LC_CTYPE = "UTF-8",
	LANG = (unset)
    are supported and installed on your system.

Anybody has an idea how to solve this?
